 The Bioethics Institute for Healthcare Leadership advances ethical, equitable, and innovative healthcare by integrating population health, medical ethics, health policy, and healthcare law into leadership development, research, and community advocacy. We strengthen healthcare delivery through education, governance, and evidence‑based practice, empowering professionals and organizations to uphold human dignity and promote just, person‑centered systems of care.  

Purpose

The Bioethics Institute for Healthcare Leadership is a multidisciplinary institute dedicated to advancing ethical leadership, equitable healthcare delivery, and population‑centered innovation across local, national, and global health systems. Rooted in the principles of medical ethics, health policy, and healthcare law, we equip leaders, practitioners, and organizations with the knowledge, frameworks, and competencies needed to navigate complex ethical challenges and drive meaningful transformation in healthcare.

Dr. Ra’Sha Porter, DHSc, MHA, is the Chief Executive Officer of the Bioethics Institute for Healthcare Leadership, where she leads a national portfolio of work at the intersection of bioethics, health equity, governance, and responsible innovation.  Dr. Porter holds a Doctor of Health Science with a research focus on cancer disparities among African American women and a Master of Healthcare Administration, complimented by 14 extensive certifications in global health quality, regulatory affairs, medical ethics, clinical research, and compliance. A seasoned healthcare executive with more than 15 years of experience across clinical operations, regulatory compliance, population health, and academic leadership, Dr. Porter is widely recognized for her ability to build ethical, high‑performing systems that elevate patient outcomes and organizational integrity.

Her career spans multi‑state healthcare operations, oncology services, public health initiatives, and executive administration, where she has consistently advanced ethical frameworks, strengthened governance structures, and championed equitable care delivery.  Her mission is to shape the next generation of leaders in healthcare ethics and policy.  Her work reflects a deep commitment to building ethical cultures, empowering diverse workforces, and guiding organizations through the complex moral challenges of modern healthcare.

Dr. Rita D. Jones, DHA, LSSGB, LPC, ACHE, serves as the Chief Quality and Analytics Officer of the Bioethics Institute for Healthcare Leadership, where she leads the organization’s strategy for quality improvement, data‑driven decision‑making, and performance excellence across all programs and initiatives.  Dr. Jones holds a Doctor of Healthcare Administration, a Master of Science in Professional Counseling, and multiple certifications in quality, analytics, and leadership. Her work reflects a deep commitment to advancing ethical, equitable, and data‑informed healthcare systems. With more than a decade of experience in healthcare administration, analytics, quality reporting, and clinical operations, Dr. Jones brings a rare blend of technical expertise, behavioral insight, and operational leadership to the Institute’s mission.

Her career spans roles in healthcare data strategy, regulatory reporting, workforce development, and patient‑centered quality improvement. She is known for her ability to translate complex data into actionable insights, strengthen organizational processes, and build high‑performing teams that deliver measurable outcomes. As a Lean Six Sigma Green Belt and licensed professional counselor, she integrates analytical rigor with human‑centered leadership—ensuring that quality systems support both operational excellence and ethical care delivery.
